Gauteng feels like one market until you look at the map results. If you serve both cities, each needs its own page with something true to say, not the same paragraph with the city name swapped.
Sandton, Rosebank, Midrand, Fourways, Bedfordview. If your buyers sit in a few of these, your Google Business Profile service areas and your area pages should name them, specifically.
